If you were willing to live in South Bend, why not look into Goshen? Goshen schools are good and the city has really rebranded itself over the last 10-15 years. Downtown has come alive and there are lots of family friendly activities.

If you want Elkhart, probably avoid much of the south side until you get down to the Dunlap area. Much of the rest of the city is good. The east side is a lot of industrial but there are still lots of nice neighborhoods that way. And north and west are quite good as well.
