In doing research on where to move I found a pretty restrictive list on the Fishers website stating what I could and could not plant on MY lot with MY SFR on it. Why is this? Does Fishers think they want the whole town to look alike with the same landscaping? I am a pretty serious gardener and there are lots of shrubs and trees I love and would plant there, but would not be allowed to do so. Why is Fishers so restrictive?

BTW: I also found the same restrictive rules when looking for dog parks. Am thinking of ruling out this city for my retirement. Is it the same way in Noblesville and Carmel???

Clearly they are trying to avoid plants that create litter, are invasive, etc. This is explained in the material. It also is more concerned with plantings in right of way areas, under utility lines, in stormwater drainage areas, etc.

No one wants someone to plant an invasive species such as bamboo (non clump variety) or kudzu. The material is also not a complete listing but a helpful guide (unless a prohibited species.).

Are the plants you are interested in invasive or otherwise part of the nuisance problem?

ps: There may be further more restrictive covenants in any HOA.
