You have to keep trying the ones that come up on google search for /reverse phone lookup/.. They seem to be erratic. I usually try whowhere.com first,but that has been crapping out for the past few weeks.
Try entering the number as a google search term, with hypens. Then scroll down through your google hits until you find one that actually has a person's name after that number. I just found mine on about the 20th hit from the top.
whitepages.com has a free reverse phone lookup. It will give you an address and name for listed numbers. If you want more detailed information, you will probably have to use one of the paid services.
