I read through the 2016 thread about encryption, but I have additional questions and concerns.
The scenario: I would like to begin a collaborative-friendly cloud storage location for certain documents, like a Healthcare Power of Attorney and other docs, accessible by scattered family members.
If I encrypt docs, do other (scattered) family members have to have same encryption software on their computers to access? Seems like they would.
If not encrypted, am I pretty much limited to cloud storage that has an annual or monthly fee since some of them seem to be more security conscious?
Does anyone know if there is a free, low-storage level, secure subscription that would not require all family members to obtain encryption software?

different software configured with different keys; then, they wouldnt be able to view the docs.
different software configured with same keys -> they would be able to view docs.

an scp/ssh server where you create accounts for each user configured with public-key-encryption. you would require a broadband internet subscription.

Keepass which is a password manager has the ability to attach files to entries, it's free software the Keepass file that stores these passwords and files is encrypted with a very strong encryption method. If you use something like Onedrive to save the Keepass file to you'll have a copy in the cloud and local copies on each machine that uses the same Onedrive account. This is quite useful for using the passwords because it's single file across all machines.
The way I have handled this is I have given a relative instructions where to find* another Keepass file and it also has a text file with hint for the password that only they would know. Once they open that file they will be able to obtain the password for the main file and instructions on how to obtain the main file.
*This involves a little bit more than "look in the closet". I'm not going to go into detail but it's quite easy for them to get but I would know about it instantly.

I would not be rely on any third party for sensitive information like that, encrypt files before you upload.
If you want another option you can use 7-zip to create password protected files, be sure AES-256 is selected as the encryption option.
The weak link in any of these programs is going to be the password itself which can be brute forced, it doesn't matter how strong the encryption is if your password for it is "abc123". Be sure to use a long and complex password.
