Actually, the SEC is very good at finding and prosecuting insider trading. They use extremely sophisticated tools to sniff it out - think of the tools used to find Osama Bin Laden. This particular trade clearly is giant red flag and will go under scrutiny. I've read how they follow the information and sometimes it reads like the plot of a movie.
