Stop complaining and DO something about it! SEE something; SAY something works. Start a Community Watch in that neighborhood and keep in touch with your neighbors. The local Police Dept probably has a Comm Watch liason to help you do so. It is YOUR n'hood...now TAKE CONTROL OF IT! Utilize the Seniors in it as they are home much more than anyone else! I am doing this in my current n'hood.
