I can certainly sympathize I have been there. I was temping at a company and on the last day they asked me to interview for someone and I did. We got along well. They wanted me to work for a person in their Los Angeles offiice. I didn't mind that and I said so. I have done that kind of thing before and told them that. I sent my thank-you for your time email to this person I interviewed with. They asked me to come back and interview again. I did. I That went well. I sent another thank-you for the interview letter. I wait and wait. I called and left the woman a message (HR). Then I get this email saying that the job went to an another candidate in the Los Angeles office (I am in San Francisco). I was quite torked! I thought since I had been working there a few months and I already knew the systems they worked on I would have no problem. I wished they would make up their minds which office they want the position in. I wasted my time. I sent another email to the interviewer thanking him again for the interview, partly because I wanted to make him feel guilty.
The think is, these managers and interviewers can afford to be more picky since there are so many people looking for a job. They don't communicate to you if they are looking for an internal candidate or to hire in another office. I have learned you have to ask those questions during the interview.

Well...they went with an internal candidate.

Even getting an offer letter doesn't mean you have the job. Ive had a job offer rescinded the friday before start due to budget reasons.

Nothing is guaranteed until you have started , and even then you can get let go the following day.

This is corporate america..... get used to it

I'm with the OP, I do think this company is playing games. The hiring manager should not have made the 2-week-notice reference as that absolutely implies that a job offering is coming. At the very least, this place is indecisive (how many intereviews/shadows do they need?) which adds a whole other level of frustration to workers. I think the phone call from HR proves the point. The interviewer absolutely implied a job offer was coming which is exactly why HR called the next day to back pedal. Whenever HR has contacted me, they've either offered a job or rejected my application. I've never had HR call and tell me I'm still in the running.
