Since the week ended OP you should send a follow up email tomorrow night so that they will get it Monday morning. Maybe you didn't hear anything this past week because of the holiday weekend and will probably find out this week whether you were selected for the job.

i sent them an email last friday 5/29 and the simply said I'm still in consideration

Well that's a good sign so as of now you don't need to follow up anymore after sending the email on friday. Just let them contact you if they have plans of moving you further along in the hiring process.

when do companies inform candidates they didn't get the job? after 1st choice verbally accepts? written acceptance? drug test? background?

It depends on each company as to how they operate, when they make offers, if they are even going to tell you, and if they do the same thing on every position. Nobody can give you an answer that isn't nothing but a guess like they gave before! GEEZZZZ!!!!!

My last experience was to receive notice after the position was offered and accepted by the 1st choice candidate.
