There's a local recruiting agency that has some decent job listings (of course, they won't tell you what company it's for), and they instruct you to send your resume to a specific person at the recruitment agency. I've heard in some places that you should also send a cover letter tailored to a recruiter (rather than to an HR person at the company you're applying for, since you don't know what company it is), but other sources say no, just send a resume...

What should you do when the recruiter is your only contact? (and they're probably not with the company doing the hiring?) How to address them, how to appropriately write a note or letter with your resume, do they need salary requirements up front, etc.?

Jerome,

This is easier than you make it sound-

The recruiter is going to be slightly less picky than the company since, after all, the recruiter will be getting a commission from the recruitment/placement fee so naturally, they tend to screen in, not out.

With that in mind, simply state on a cover note why you are a best choice for the job, what specific experience or knowledge you have that backs that up.

Indicate you are looking forward to speaking with that person once they have read your resume and you welcome their call and are available to come to the agency so you can meet the recruiter in person.

The cover note makes it easier for the recruiter to read what you have narrowed down as to why you are qualified.

It is okay to duplicate a bullet or two from your resume in the cover note.

You say the recruiter is 'probably not with the company doing the hiring'. What does that mean? If you mean that recruiter is not employed by the hiring company, correct. Otherwise, that recruiter is probably the one who got the assignment from the hiring company and knows the most about the job and the person doing the hiring for that position.

No, they don't tell you who the company is because they don't want you to apply direct to the company. And, besides, that would be a disadvantage compared to having the recruiter hand carry your resume directly to the HA. Why go around the agency when the recruiter is dealing directly with the hiring company's HR department and/or the HA?

The company has already agreed to pay a fee for the hire, may as well be hand walked through the process.

Address your cover note to the recruiter and no, don't state your salary history until you have spoken with the recruiter and have determined that person knows what s/he is doing.

If you don't know the name of the recruiter, then call their office and ask which recruiter is handling the _______________position they are advertising. Indicate, if asked, you want to address your note to that person directly. Go with whatever they tell you.

There's nothing else to this- send a cover note in the body of the email to which is attached your resume.

Do not include references.

Then wait for that person to call you and if two or more days go by, call that person at the agency and ask about your status as an applicant.
