Were you offered a position? If not, that's concerning. To me, it seems odd that they conducted a background check before a conditional offer was made and accepted. Pre-offer PRA screenings are problematic for several reasons and definitely go against HR/employment best practices, at least in my experience. It's not illegal, it just isn't the typical order of things.
With the above said, certain situations might require upfront PRA screenings at the applicant level if, for example, an extensive security clearance was required, even for potential employees.
