Depending in your role, level and demand it may work. But as you get more senior, there are fewer roles.
To use a metaphor, networking is like having a VIP pass for the night club. While the club is open to everyone, the regular line moves slowly. When you get to the front, it might be full. Or they don't like your outfit and you don't get in. The VIP pass gives you a shirtcut, and you might not get as heavily screened.
Now you don't know if it is a good club until you get in, but at least you got a shortcut. If you are a super VIP, you get a table and they call you to tell you it is a great night at the club. In the regular line there are no shortcuts and no tables available.
