When a company isn't hiring.. (applying, application, applications, jobs)

I have been to several places asking if they are hiring. These places are not big jobs where you need resumes.. just smaller places that give you applications (coffee shops, fitness places, etc).
Many times they are not currently hiring, but they are always accepting applications, and they give me an application.
My questions is.. is it worth filling out a long application and turning it in when I know they are not hiring anyways.. or should I just move on and keep looking without ever applying there?
If a company says that they are taking applications, might as well fill one out. Because who knows, when someone quits or takes another job somewhere else, they might need someone to fill that position, and that person might be you. Most if not all applications last for at least 4 to 6 months, so I believe if a company says they are taking applications, I say fill it out.
The company I work for isn't hiring but is taking applications. We are bidding on a large contract and if we get it, we'll be hiring 5-10 people. We're not telling applicants that for a number of reasons, but we want to have a pool of resumes should we get that contract. Moral of the story, just because they aren't hiring now doesn't mean they won't be hiring in a few days.
The company by law has to take the applications and hold on to it for 90 days... at least that is how it is here.
Well that is kind of how I feel and the reason I brought up the question. I feel like I spend all that time filling out a 5 page application just so they can stash it away and never look at it. They only take it because they have to.. and have no intention of ever looking at it. I just hate wasting my time at a dead end road when I could be out looking for another opportunity.

Yeah I don't think you should have wasted your time fillin it out especially if it was a application that took some time filling out. But if you did I hope you included your resume with it.
It's a gamble. I KNOW some places never look at those apps.
And remember never to ever put your SS# on the appl. until after that first interview. YOu don't want that sitting in some folder somewhere for anyone to look at. Most applications still have you put that on there. Put "after first interview" on there.
Fill out the applications.
Only if you really want that job. Some places will tell you they are not hiring to see if you will take the time and effort to put it in anyway.It makes you look good from the start (a go getter).
