African driver's license transfer to U.S. problem. (embassy, USA, employment)

Our new employee needs a U.S. driver's license immediately but, she is from Cameroon, west central Africa, and they won't allow internet access to her records to verify her license from there is valid for a transfer. Thus, because she is only 23 years old, she is only offered a 9-month learners permit. She is trying to have the embassy help but, they say it will take several months. Is she out of luck?
If she has International Driving License from Cameroon, she is eligible to drive in USA for 1 year. how about giving a fresh driving test in USA and getting a new License. Transfer of License from 1 country to another, especially from Asia/Africa to US is a time consuming exercise.
Apparently, here in Maryland, you have to be 24 to get anything but a 9-month learner's permit. I have heard since my post that there is such a thing as an International license available from the Washington, D.C. embassy. Maryland issues licenses to undocumented aliens, but she is legally here on a work Visa and is having a difficult time. Go figure...
She should be fine as is I think for a bit. I think I remember reading that international licenses are recommended but not necessary. People travel around the world all the time renting cars. As long as she has her original license, plus a passport, what can they do? Id say get the learners permit but keep the Cameroon license till the 9 months is up.

What embassy? A so called international DL is nothing but a translation of a DL. Does the employee live in MD or is the company located in MD?

You mean Employment based visa do not allow a person to give Driving License Test? I have seen people on H-1B, L-1, F-1, J-1 visa getting Driving License after giving Test.
One can use International Driving License to purchase a car as well as rent a car. When I first came to this country in 2004, I was able to buy a car on International Driving License and then go for Driving Test on my own car and get Texas DL. One can do it on Learner's Permit also which is just a written test. If Rules for foreigners have changed now, then I dont know.
