Hi-just curious. There are second floor window-its a colonial. I put this on LI forum because we pay differently-so Im hoping not to get moved. Thanks-

It depends.

Are you speaking about pieces of plastic screwed into siding and with no intention of matching shutter with window size? About $5/shutter + set-up fee (gas, mileage, providing ladder, etc.). Each shutter takes about 5 mins./max. to install.

Properly sized wood shutters on hinges w/shutter dogs (the things that hold the shutter open) generally cost around $50/shutter to install + the cost of hinges and shutter dog (since they come in different styles and metals/finishes). Each shutter w/ shutter dog takes about 20-40 mins. to install on wood siding since they must be able to properly swing closed over the window. Masonry installation is a little more expensive because of more expensive fasteners/drill bits/skill.

Anyone who comes out will be charging you time and material rather than by the shutter. Price will depend on number of windows on each floor. Make sure that whomever you hire is licensed and insured to protect yourself. If an uninsured guy falls off the ladder at your home, you are liable.
