i'm not going to be rude and flat out ask them or tell then to put up a fence, i'm just going to leave the ball in their court and see what happens. they already have a vinyl fence up which is another neighbor's so i know they want one and i know they'd want the same style which is the basic white. i'm fine with that. i'm fine with whatever.
if they don't bend, i'll split with them down the road. i just figured with the dog being kept under wraps and me helping them out by flat out removing the hedges, they can help me out. i just would push the issue.
they have nicely complained about the hedges in the past because they wanted me to trim on their side which i didn't think i needed to do. i always tried to trim the top and my side but the top got to mighty
to answer some of your questions
-the hedges are too much for me to take care of. they are very tall, very bulky, and once removed, i will aquire 10 feet of property back. heavy snowfall has made them lean even more. there is lots of vines with thorns growing inside and in recent years, poison ivy which last summer, i had the privilege of meeting physically. it sucked. i work alot and hardly have time to do maintenance on my other bushes and shrubs.
-i happen to like the clean look of the vinyl fence. chain link isn't bad but i was surrounded by it as a kid and valued the look when my parents went with vinyl.
-i still have some old school things in my home like the dark, chessy fake wood paneling. it is actually wood though but i reminds me of the fake crap which i had growing up
You might approach them and let them know of your plans to remove the hedges and say something like, I am not sure how this will impact your dog, I would hate to see him get out so that is why I am mentioning it. Leave it at that and see if they go for the fence. If not, they were advised and you will either have to wait it out a bit or go for the fence yourself.

Vinyl fence offers about 0% security, a toddler can kick most of them down. It's almost like burying your head in the sand. If you want actual security, go with wood or chain link. If you just want to shield your eyes, go vinyl/PVC.
