So currently my laundry room is in the basement but I want to move it upstairs. The only realistic space I can think of to put it is in the garage. However the garage is not currently heated. Would heating the garage turn it into "liveable space" and therefore require permits and a tax increase?

That might prove to be very costly because unless your garage is insulated that is an added expense. Are there no closets that you could put a stackable unit into? Several of my former neighbors, as they aged and wanted to avoid the basement steps did this.

You also run the risk of freezing hoses in the garage....my laundry room is on the second floor and for the first time ever our hose froze this year (it's on the outside wall of the house).

This seems like a waste. I mean realistically to put laundry in & out, takes like 5 minutes if that. Take the stuff out out of the dryer, put it in a basket & then fold it in another room. For the 5 minutes it takes or whatever it takes to mive laundry in & out, i would just wear a hoodie but that’s just me.

Heating the garage seems like a waste for the amount of time you will spend in there

An unheated garage is the last place I'd want an appliance like that. You're asking for burst hoses and parts inside the washer even if you heat the pipes going to it.

If it's an attached garage where the back wall backs up to a bathroom I don't see any problem with putting it against that wall.
