The tax relief check should be made payable to you, so presumably the new owner will send it to you (and you should send him back a check for about 25%). Assuming you didn't buy your house in 2014 or 2015, you won't be getting a check because STAR was deducted from your tax bill
Mine is no longer reflected on mynassauproperty but Albany says I'm properly registered for STAR. (Still no STAR check yet)
I called the County about that and they said that mynassauproperty is not updated for 2017 to reflect STAR so it will not be reflected on there.
Basically, if you purchased in 2014 or 2015 and did not register for STAR prior to the 2015 deadline, you will be getting a check. The easiest way to see if you should be getting a check (if you are not sure if you registered for STAR in time) is to look at mynassauproperty.com, and compare the school taxes for 2016 and the payments you made in 2016 (both of these area available there). If the payments you made plus the STAR credit equals the total school taxes, then you received a credit and will not get a check. If the payments you made equal the school taxes (without taking into account STAR), then you will be getting a check.
I bought my house 11/2015 in ToNH, I did the star application back then, do I have to reapply every year ??
