I used to go to the Diamond District too but I never felt really comfortable dealing with the jewelers. I am with KB and always felt like I was getting jerked around... even with a referral.
I used Frank Pollack and Sons for both engagement rings that I have purchased. I think I bought very nice pieces at a decent price and the salesman, Tom Murray, was helpful and I think honest/sincere.
To answer your first question, you might want to check out what's available at area pawn shops. Jewelry stores generally sell at 4X wholesale while pawn shops, sell the identical item, if available, at 2X wholesale. Some pawn shops can order directly from the manufacturer/wholesaler if the item is not in their current inventory.
To answer your second question, coin stores and pawn shops buy gold scrap, with coin stores generally paying a better price. Earlier this AM, the spot wholesale price of gold was $923.50 a troy ounce.

No idea about selling gold. However as far as a Jeweler I went to Jonathon at Good Old Gold for my wife's engagement ring. Very professional, very good price and local. I fequented online messege boards on diamonds in preparation.
When I went to pick out a wedding ring with the other workers, I was underwhelmed. However, I was very impressed with the diamond knowledge etc. I had to make an appointment though.
Although I've never personally used him, Jonathan of Good Old Gold in Massapequa is highly recommended on different diamond, jewelry and wedding messageboards that I belong to.
