That first part is inaccurate. The signal modernization program for the 7, which is the second line in the system to get it after the L, was funded and is now completed though they’ll probably have kinks to work out. These allows trains to run closer together and have increased frequencies, but it isn’t magic. It’ll basically allow for top frequencies lines in other countries have with modern signal controls.
I do think the East Side Access project was done incredibly poorly. Not just the overruns, delays, and corruption, but the sheer fact that it was a bad plan. It essentially did a lot harder technical work for a lot fewer benefits compared to simply making a much smaller tunnel with much much smaller but multiple stations to through-run with Atlantic Terminal. Making use of the existing 63rd street tunnel and serving another major job center is totally reasonable, but how they’ve gone about it is an incredible waste.
