Recently a new property manager was hired and it has been terrible since then. A lot of tenants are scared to speak out because they're scared to get evicted or have their rent increase.

Tenants have been living with no heat nor hot water on a regular basis for years now. We have to turn on our shower in order to get hot water. Tenants are leaving their ovens open just to get heat. When Maintenance saw one tenant doing this they laughed it off in the management office. The office managers are unprofessional and rude to the tenants and staff. We have some people of color that live here and the staff says stuff like "these people live this way so move them in anyway like this". They hired a maintenance technician with a felony with a record of stealing. The maintenance technicians are drinking beer on the job. The technicians are gossiping and joking to tenants about what goes on in other tenant's apartment. A lot of technicians are quitting.

They are not taking care of repairs in a timely manner and are even moving in new tenants in disgusting filthy living conditions such as holes in the walls/ceilings, broken ovens, neglected mold in bathrooms, and pest infestations. Entry doors have been faulty for months now making units susceptible to burglary. When inspectors visit, the maintenance men take them to the presentable units instead of having them inspect ALL units. We haven't had these types of inspections since September 2017. No point in going to the town hall. They only care about carbon monoxide and fire detectors being up to code. We have a smoke free sign on buildings but the landlord allows tenants to smoke.

I won't be staying here for long because it causes me distress that nothing is being done. I'm a tenant that pays my rent on time every month and gives no problems. This can't be legal. What can done about a landlord that's not abiding to tenant's rights? Who do I report to?

Call your local building department.

Forget the building dept. The place to call is the Dept of Health and tell that all the problems highlighting the ones that you believe are the most detrimental to your health and the health of the other tenants. The will send someone to review the complaint and believe me it will get the attention of the management company. You can explain that you and others are afraid to be part of the complaint for fear or retribution. This will get action.
