So a Suffolk County licensed painting company paints the exterior of a home...

Said company is paid in full.

3 months later the paint is peeling off the home.

Company owner refuses to visit the job and places blame on home owner, etc...

What sort of recourse does the homeowner have in Suffolk County?

What Town do you live in? In at least some Towns, (part of) the monies collected from licensing goes towards claims against jobs gone wrong by licensed businesses - part of the incentive to use licensed professionals...

Have you reported them to BBB?

A letter from an attorney suggesting that this be settled amicably or that you will sue might help.

Contact the Town and state your case - be prepared to document your case.
I know homeowners who were eligible for reimbursement.

Good luck!

P.S.: Do you have their Huntington license #? Should be on their business card...

Do not bother with small claims court.....total waste of time.

Consumer affairs may help.

In the end, do not throw alot of good money (and your time) after bad.
