This is a huge issue with other Bay Area cities... a close friend was assistant city manager for years and then city manager for another Bay Area city and the elephant in the room was unfunded pension liabilities...

She was able to make some progress but faced stiff opposition from Public Safety and municipal workers...

She is now retired and said said the nature of politics and civil service are often ill equipped to reform as they are often transitory and the Unions are forever.

I've tried a little community activism as well, and it's like pulling teeth to get a concerted effort of residents to fight for their quality of life. I once fought, among other things, a variance for a cell phone antenna to be placed in South Brentwood, and besides myself, only a couple of other residents bothered to show up at the hearing, despite many of the people in the affected area being retirees.

Yeah stuff like this doesn't help

Last November, a nonprofit called Transparent California reported that a BART janitor named Liang Zhao Zhang made $271,000 in a single year — over $162,000 of that in the form of overtime.

Now, a KTVU investigation into Zhang's hours and pay revealed that he disappears into a storage closet at the Powell St. station, sometimes for hours a day.

BART confirmed that 49 other janitors made over $100,000 in 2015 and that no city, state or federal regulations prevented employees from working that much voluntary overtime.

None of those employees have been audited, BART told KTVU.
