I'm a current federal employee but retired with a small pension from the PD back in 2011. I want to retire in April 2019 but to be covered for health care I want to switch over to the PD Anthem BC PPO coverage rather than keep and take the federal plan with me.
Open enrollment is NOW. It's a bit less expensive than the fed BC plan, but if I cancel my coverage w/BCBS fed I can never go back. Can anyone report on the care/coverage of Anthem BC PPO?

We had an individual policy (self-employed) for years with them, up until last year. Check the health insurance forum on C-D, and you will read of the experience of many others. Personally I didn't care for them.

All the more reason to be very careful.

Ok, thanks so much, I'll go searching around. I've gone back and forth 4 or 5 times since yesterday, which should tell me I should not make any decision right now. The right decision isn't exactly clear to me. And even if I retire April, as is my intention, I CAN take the FEHB with me. I am beginning to think that is my best option at this point. At least it's a known entity. I have been with them for over 10 years now and hae never had any problems.

You can also check with a health insurance broker. They don't charge you--they're paid by insurance companies--and they know their stuff.
