It is to be named after the 41st President, George H. W. Bush, a college baseball player himself at Yale in the late 1940's:

It's cool that they actually seem to be developing the area around the Civic Center into a arts/museum district of sorts. Then the massive parking lots need to be filled in so it actually feels cohesive. Lubbock now has Laura and HW covered; it just needs buildings named after Barbara, Dubya, Jeb, and the daughters.

Agree with points 1 & 2. I read this article from a few weeks ago, and it mentions how phase 1 of the utility burial is done, except for the actual take-down of power lines.
