Because nobody really cares. Sad but true. If it happened in a suburban area the the parents would be rioting in the streets and the media would bite. In Macon, a majority of those who care send their kids to private school. The majority in public school are actually under some illusion that their schools "be doing a goods job". Go figure...they just are too stupid to realize how unacceptable the schools are. I don't have kids but I would pop a tent in Houston or Monroe county before I would let a child step foot in a Bibb public middle or high "skool".
