I really need to know that is it legal or illegal to rent out a basement room in single house in Germantown.

The landlord kept saying that because he own the house so, the tenant has no right to say about the rental at all.

there was no lease or no contract upon moving into the basement room.

The landlord told me to do so that if anyone asks who I am, I must answer as I am a landlord's relative.

Since the landlord forced me to sign a paper which indicates that I will move out until July 31st (totally enforced), I am so pissed off!!!!

Also, about the deposit, the effing landlord told me that he will charge the money as much as he wants.

As I know to rent out the room or house, the landlord must report to some kind of city hall and need to take some classes to get a permit as legal.

I want to know if it is regal or illegal in germantown, MD.
(the landlord kicked out my mother, who was visiting me for this weekend, and he said he has all rights because he owns the house...... I even have no right to speak up!! what an ass!!!!!! )

Please please help me!!!

It might be... depending on certain code conditions being met.
But whether it is or not... THAT code question is between the owner and the county.

There doesn't have to be a lease. Whether you have a 20 page contract or just a handshake
both the LL and Tenant are still obliged to follow the LL:Tenant laws. Deposits too.
Those laws will vary some for rooms in someones home vs an independent private apartment.

It sounds like your LL is taking advantage of your naivety...
and they may have their own misunderstandings too.

Meet with a tenant advocacy group and find out what rights you have.

The fact that the landlord says you have to say you are a relative leads me to believe that he knows what he is doing is not legal!
Other than that I have a hard time figuring out the details in your posting Are you renting from the landlord or a tenant of the landlord?
I am pretty sure there is a Department of the Montgomery County G'vt that handles landlord/tenant matters you should probably ask them (unless you want to 'stay under the radar' of the authorities in which case teh landlord knows that and is taking advantage of it)

It can be legal, assuming it is zoned as such and has the proper amenities (kitchen, bath, separate entrance, etc)

Even without a paper lease, you can have a verbal agreement. It is just very difficult to prove anything if you have to go to court.

Guess you shouldn't have signed that.

The maximum deposit a landlord can request is the equivalent of two months rent.

Your landlord must get a license from Montgomery county to have a rental property. It sounds like he doesn't.

You are fortunate that Montgomery County has a lot of rental rules clearly defined on their web site and a clear process to deal with complaints:
