Hello, Im moving to Miami as a college student this upcoming January. I do not want to take my car since it is expensive and i will be living on campus. I plan to buy a scooter instead. Do you need a motorcycle license to ride a scooter and is insurance required? what about helmets? How is the public transportation?

We just discussed something about scooters and I believe one poster said you don't need a motorcycle license, nor insurance, but I'm not 100% sure.
If you're going to attend UM you'll be right on the Metrorail line, or if you attend MDC downtown you'll have access to Metromover and Metrorail. If you go any place else the answer for public transportation will probably be dismal.
I'm 99.9% sure you don't have to wear a helmet, but that's really not a good, in fact it's dumb, idea.

No, unfortunately. It needs it, but doesn't have it. Metrobus does go over there but that's a whole'nother story.
