I don't think so. However, you need to check with the installation you will be going to to find out the actual requirements to enter for various purposes.
For example, Naval Construction Battalion Center Gulfport:

Personnel requesting access to NCBC Gulfport must first have a sponsor. The sponsor will prepare a request stating the purpose and length of the visit. The form can be obtained form Pass and ID.
Once the request has been approved, the sponsor will be given the "Application for Access." This application must be filled out and faxed/sent by encrypted e-mail/dropped off at least 3 days in advance of the visit.
If the background check is favorable access will be granted for the approved period.
(Exception: If remaining overnight in housing, approval must be obtained from Balfour Beatty prior to submitting the Application for Access.)
During the hours when Pass and ID is closed, a patrolman will be called to the gate, if there is not a third person at the gate to write the pass.
