We visited the South Milwaukee area last month and found it very attractive. The weather, for the Midwest seemed comfortable. Does the Lake effects make this area one of the more temperate places in Wisconsin?
Also, the recreational opportunities seem pretty good. Boating , sailing, fishing and hiking in the woods are at the top of the list.

Areas near the lake are warmer in winter and cooler in the summer. As you go further North, it will get colder

Yes Milwaukee usually has warmer winter temperatures than other Wisconsin cities.

Warmest average high temperatures in Wisconsin from Dec-Feb.

1. Kenosha 32.7 F (lake warms air)
2. Milwaukee 31.7 F (lake warms air)
3. Lake Geneva 31.3 F
4. Beloit 31.0 F
5. West Allis 30.7 F
6. Waukesha 30.3 F
7. Prairie du Chien 30.3 F

Warmest average high temperatures in Wisconsin from Jul-Sep:

1. Lake Geneva 83.7 F
2. Prairie du Chien 82.0 F
3. Beloit 81.0 F
4. Waukesha 80.0 F
5. West Allis 79.7 F
6. Milwaukee 77.7 F (lake cools air)
7. Kenosha 76.7 F (lake cools air)

I find Milwaukee to be the most livable big Midwest city to me.
So close to Chicago for really big city needs.
Attractive middle class areas.
Waterfront
Not bad traffic

It's also the furthest south in Wisconsin, so that plays a role. Lake Michigan's coastline constitutes the lowest point in Wisconsin. Being so close to the lake, being at the lowest points in Wisconsin, and being so far south, it only makes sense that Milwaukee and Kenosha would have the warmest winters.

Yes! And, we found it so clean and attractive next to the Lake. They have a great art museum as well. For a big city it is easy to get in and out of as well. Thanks for the good feedback.
