low kicks are allowed, but if you listen to duke at the end, kick boxers always looked at low kicks as the "cheap shot".
they were more to set up the big head kick. muay thai fighters were leaps and bounds ahead of american kick boxers in the use of low kicks and knew the effects they have over the course of a long fight.
the rules took away most of the advantage the MT fighter had (ie no clinches allowed, no takedowns, MT fighters love to throw their opponents to the ground and kick/stomp). this left the MT guy with little more than american kickboxing style to fight with, so he used his best weapon, the low kick. he DESTROYED those legs.
