Looks like you are aware of the paperwork required.
As for whether or not someone would hire her, well that would depend on how proficient she is in French, if she has an easily understable accent, etc. I guess one good measure would be: would your wife be good enough to teach French to French people in a public school in France? If the answer is yes, then she can probably get a job teaching French to francophones in Quebec. This is nothing against your wife (whom I do not know), but sometimes teachers of a foreign language who have an imperfect or less-than-perfect mastery of the language can get a job teaching in a country where the language is not "local". I have often seen this. Some English teachers who teach in Germany could teach English in a high school in the U.S. Some could not. It really depends. In any event, there are many other places in Montreal where French teachers are needed: classes for immigrants, for English Canadians, etc.
