what happens if both parties lose lease document (sublease, subletting)

I am subletting a room in an appartment and the landlord wants me to sign a new lease because he lost his copy. I do not want so sign a new lease because I think he is not acting in good faith because he makes it living at his place a nightmare (he actually harrases subtentants so they have to leave while on a lease and pay him an amount to cancel the lease, I am the 3rd case in 9 months)
I can't seem to find my copy of the lease either so I will consider it as lost. I wonder if he could still complain to the regie the logement (I know he actually can even without a lease, but I'd like to know if it would be reasonable to do so considering his situation). He is unemployed and it is reasonable to believe that part of his earnings come from the money he makes from the subleasees when they want to.
In case anyone has any advice I would appreciate it.
