If you take the Motorcycle safety course you don't have to take the driver portion of the test. You would just need to take the permit test, pass it and you get your license.

I'm from Norway, where a motorcycle license is around $4-5000, and I would think the H-D course and then the DOT thing would be cheaper than that? I'll have a valid TX drivers license.
I also agree with calisnuffy that if this is your first experience on a motorcycle, starting out with a dirt bike will give you valuable experience for riding on the street later.

Others have already headed you in the right direction, regarding the details of getting the license itself. So I won't elaborate on that.
As far as being a safe motorcycle rider, I'd suggest several things:
1. Stay away from the crotch-rocket/sport bikes. They're built to race, and it's hard for anyone not to want to race them - let alone a young buck such as yourself. Also, insurance for crotch rockets is much higher, and for good reason.
2. Unless you're a huge guy, get a smaller to mid-sized cycle. Probably a 500cc to 750cc would be good. Stay away from the heavy cruisers until you're more experienced (I've got a 1500cc V-Twin, but I've ridden for 30 years, am over 6'1" and 225+ lbs). You might want to consider a street-legal dirt bike.
3. Take riding courses if you can. They'll not only help you learn to ride, but help you with a lot of the little "tricks of the trade" regarding safe riding. Also, your insurance will be cheaper if you'd taken one of those courses.

$4-5000 would be for the license, yes, then of course you need riding gear (all schools require all bike gear, not jeans, as HD did) which'll set you bask a good $1500-2000.
I was actually thinking I'd get an H-D Sportster, and I was planning on doing all of H-D courses at least (unless they're horribly expensive). I'm generally a relatively collected person, and I know full well that I'd lose a fight with a car anyway, so I wouldn't act stupid.
The first class cost around 200$ where I live in TX. If I drive out to a nearby town it goes down to 160$. Never looked at the other one yet but just taking the first one will exempt you from the driver portion of the test.
