Looking for the name of this movie. (scenes, watched, cartoon)

I watched this movie when I was a kid and I am trying to find out what it was and I only remember some scenes in it.
It was kind of an anime cartoon and in one scene there is two guys dressed like clowns and they are fighting someone (I believe the villian of the movie) and they take their masks off after.
The villian is a really skinning guy who wears big shouler pad things and he has an extemely annoying voice.
Sorry for the lack of details but I cannot remember much, If anyone could help that would be great.

They were wearing clown masks not makeup.
I seen it probabaly around 15 years ago.

The Clowns were one of the motorcycle gangs in Akira. Could it have been that?
