Tony wanted to see Frank's reaction because I took it he still had a bit of doubt about Frank being responsible. Once he saw Frank's reaction to the call, Tony was sure he was responsible for the hit.
If Frank did not make the hit, Frank's reaction would have been a lot different, to the point of asking what is the caller even talking about. Instead, looks like Frank was trying to say "ok, ok" and get done with the call quickly without much discussion.
I always assumed it was the cable guy calling to say he was running late.
