This is a loaded question. One name comes to mind right away...but they aren't underrated anywhere OUTSIDE THE USA

Fill up stadiums in Europe, can fill a nice sized concert hall in America, but outside of REAL metal fans, nobody in the US has heard of them...and of course, the America "if I never heard of them they're just a garage band" attitude is prevalent

I say Fozzy. They are alright in America (though partially due to lead singer Chris Jericho being a WWE wrestler) and pretty big in Europe but I think they are under-rated and deserve more fans.
