Horry County Police Dept to hire 28 patrol officers (Myrtle Beach: moving to, beach)

In advance of moving to the Myrtle Beach area next year, I am trying to read and research as much as I can from as many sources as possible. Last week I read (WBTW News online) that the Horry County Police Department is planning to hire 28 patrol officers. I don't believe this is an addition to staff, but rather to fill vacancies. Does this mean that several people have left the ranks? Seems like a big number to me. Any insights that you can share will be appreciated.
