Might be a type of foliose lichen. Many have "leaves". Where do you live?

It looks like some kind of sprouts growing but they're too small in the picture to tell what it is. If they grow any bigger over the next few days maybe you could take a more close-up picture and post it in the Garden forum. Someone there might be able to identify it. It would be a help if you state your location/climate.
