What about the poor husband who then has to commute to NE Philly from Collingswood every day?
If one of them is going to use public transit (which makes sense to Penn because parking is $12 a day), it makes more sense for them to live near the other person's job. She can take the Regional Rail directly to Penn.

from the middle of Collingswood to Mayfair is 11 miles and 22 minutes by car according to google maps. Not too bad of a commute.

Yup, Frank is right. Going up 130 N and over the Betsy Ross beats going across I-676 or the Xpressway to 1. IT constantly moves and the Betsy Ross is empty. It literally dumps you into Mayfair. Of course you have the toll.
I just think that a family "looking to be close to Philly with very good schools" could / should consider Collingswood / Had Twp / Haddonfield.

Except Collingswood does not have "very good schools." The other two options you listed, Haddon Township and Haddonfield, do.

And how would you compare the public schools in these areas? I heard Burlington County schools are better than Camden County. Is that a fair analysis?

Camden County taxes are higher than Burlington County, but there are crappy schools/towns in both counties.
