LGA didn't turn into a cluster. It was always going to be. You are trying to rebuild on 640 acres constrained by the bay and the GCT while keeping the terminal operating. I was working on the project during pre-award, and I remember the designers being frustrated because if they moved the terminal eight feet, it would impact the taxiways. It is so tight.
I saw a presentation last month on the traffic management, and it's both amazing the creativity that is going into traffic management during the construction as well as amusing at times seeing what they have to do. At times the only recourse is a guy standing out there pointing his finger.
Newark is totally different. Terminal A, which is being renamed Terminal 1, is being built on a greenfield, as funny as that sounds when you are talking about land in Elizabeth. But it's a new terminal, not the redevelopment of an existing one that has to be kept in operation during construction. The existing Terminal A will continue to operate and the construction of the new terminal has no operations to work around.
