Looks like to me there might have been an investigation going on for over 14 months. Seven police chiefs in three years might have raised some suspicion...

Chaparral Guns, which operates out of a home in Chaparral, NM, does not appear to be the only "alleged conduit" of firearms. There also may have been some activity through Texas as some of the defendants had an apartment in El Paso.
I'm not sure what you mean by " state oversight is so lax in these little border towns". That has been a major issue along the border for a long time. If you don't know, Columbus, New Mexico is where Pancho Villa made his raid on March 9, 1916 that killed 18 Americans which almost started a war with Mexico.
There is U.S. Border patrol activity in the area, which is a Federal not state function, but both cooperate to a degree... It appears ATF and ICE federal agencies were also involved.
It's not a simple 60 minute TV series event. It is a real event.
