Things don't roll that way.
HUD does not release new AMI numbers until March, April or in extreme cases maybe May. It can then take local governments and or developers a few to several weeks to update things on their end. When latter happens it only affects those not far along in process. This usually means where an offer is made and lease just about to be signed. For everyone else whatever new AMI numbers will apply.
What can happen is new AMI numbers will allow you to qualify for same or better unit in same building. if your name is on a wait list or whatever then are called...
Very long story short there is only a finite window of time to file an appeal, and it must be based on concrete things such as incorrect calculation of income. If you were rejected now (February) that window for appeals likely will have passed by March, April or whenever city updates AMI numbers. This even if able to appeal based upon future AMI, which again one does not believe is possible.
