Yeah they are like every 4-5 blocks it seems anywhere in NYC.

Yea it's true but I believe it also makes NYC what it is.... I believe it gives the city a balance and a limit to gentrification... If it weren't then whole city would be the village
Do criminal-types avoid projects in good neighborhoods?
The majority of the derelicts who happen to reside in the projects are not on the lease to begin with. Their baby's momma shelter them in there w/o telling NYCHA. The younger criminals are on the lease. They don't avoid it, it's just that they were never there to begin with. They have no one to house them in those safer projects. Which leads into the next quote...

Very true because all the forums here that talk about the lotteries and waiting list seem to indicate that NYCHA does at least some type of background check..but like you said the scariest criminals are the young and dumb in the 17 year old and below age group, they can literally get away with more than an adult and know this and are very reckless.
