My landlord don't want to give back my deposit (low income, sublet)

I need help to figure out my situation.
I sublet a room and I want to move out, due to the need of finding a place
I did not sing a contract. I know it was stupid but some times when in desperate times
one forgets to cover the basics.
After 15 days of living a miserable experience. I decided to move.
When I asked the person who rented me the room for my
deposit back she told me that I needed 30 day notice to get it back.
I arrived the 6 and I told her I was moving on the 19.
After a little investigation I discovered that
the apartment is under the Low-income housing
Rules. That means that the rental was illegal like running an illegal hotel.
And I think she even over charge me too.
How can I get my deposit back if the rental was illegal.
Any help will be appreciated.

I called the building management and they are about
to start an investigation too.
The unrgency is because I need the money for the new apartment that
I found.
is there a governing board that oversees your landlord? since you didn't have a written contract maybe the situation defaults to somewhere else, i just don't know what that is so thats why i suggested the above
Op, tell your "landlord", if you don't get your deposit back, you will make sure he will lose his affordable housing. He will back down if he is smart enough.
bad move. You should have threatened your landlord (the original tenant) that you would report their activities to the building and city, which would result in them being shut down, if you did not get the deposit back fully.
now how you any closer to getting it back because the building knows?

It is illegal to sublet a Low Income house?
If the answer is yes, does te tenant that broke the law has any right to hold
my deposit?
Irrelevant. How do you plan to recollect the money even if it is illegal? Do you think you just file a form and a $900 check comes back in the mail? You don't even have a contract.
You will have to sue; winning is very much in question without a contract; even if you win, collection on a low-income defendant is highly in doubt.
