That won't happen. The municipal unions would strike and shut the city down. Try to take away their pensions, and see no sanitation, no public school teachers, no NYPD (police are in unions and have great benefits) no fire department, no buildings inspections, health department, no MTA (therefore no public transportation, etc. Its one of those things that's not happening.
NYPD and Fire Department are definitely people you want on your side in case of disaster (rather the city does, for obvious reasons). These civil service jobs are pretty much the only middle class jobs left in NYC. Everyone else is either well or, or struggling in retail jobs with lots of roommates or 40 years old and living with family.

There's no way of getting around that the public sector a huge percentage of middle class jobs. Teachers. Professors at CUNY and SUNY. The post office (federal). Other city, state, and federal agencies (including Fire department, MTA, NYPD, buildings, etc.).
If you expand the statement to union, not only are all the above public sector jobs unionized, private sector jobs such as working for Con Edison, AT&T, Construction Jobs, Hospital Jobs, Film Industry Jobs, Electrician Jobs, Plumbing Jobs, Theatre Jobs, etc., are all unionized.
The bulk of private sector jobs that are non union are LOW PAID with poor benefits,and this includes a number of corporate desk jobs.
Too long to explain but in short...you put 100% of your money to invest, you take 100% of the risk, after management fees and taxes, 80% of your money is gone. Do research and you will see. The managing fee are robbing you blind.
