As has been suggested, earplugs is the way to go. You're in a city. The city has lots of people. People have a Constitutional Right to party hard on occassion. You must conform to them, they must not conform to you.

I would be upset if I rented a sweet place with a courtyard and couldn't access it at all. Seems strange not to have access to common areas....
we have a narrow courtyard where we hang our clothes connected to a giant ladder, the last thing we need is for people to be talking and screaming from below, as it echos, and that is NOT what we tenants want to here.
You want to be outside, go to a park, lord knows we have many. We (the co-op board) doesn't allow anyone to "hang out" in our courtyard.

I don't always feel this way but this seems to be the way the police/gov here operates. Complain all you want but the most I've seen cops do is tell people to leave (if it's a packed house) or tell people to quiet down as they walk away. That's only when they take the time to even show up.
Actually this is completely false. There are noise regulations. The partiers need to conform to them.
If someone has a problem with noise, they have tools to deal with it, but they are likely going to have to be very assertive in using them.
