So the Times itself blames De Blasio and Cuomo, and especially Cuomo who finally took responsibility. Had either man actually taken an interest, more funds could have been allocated towards the signal upgrades that have to happen. At this point I am going to say they need to have competitive bidding out to contractors, even if they have to call the Chinese!
Today's delay was absurd on the F train. Thankfully I had the day off (i work a lot a nights and weekends), but nonetheless it slows to a crawl after 71st Avenue, gets past Grand starts slowing down. Then it makes an announcement somewhere near Elmhurst multiple times before telling us, they're combining three trains so people can walk through them to the platform at Roosevelt. So I always wanted to walk from Elmhurst to Jackson Heights through 24 subway cars due to delay..

They already have competitive bidding, but it's the same small core group of contractors that bid on it. Also, do you ever wonder if it's smart to go with the lowest bidder for something so important? They should go with the bidder who has the best track record (get it? Haha) of delivering projects on time successfully.
I'm reminded of a funny quote from Armageddon:
"You know we're sitting on four million pounds of fuel, one nuclear weapon and a thing that has 270,000 moving parts built by the lowest bidder. Makes you feel good, doesn't it? "

What needs to be done is that Cuomo should come out with a NYC 2050 intitatve for Transporation of Downstate region. How to link NYC with local rail, commuter rail between Long Island, Upstate, NJ, PATH, improve the cities airways, ferry services and so on. And last, how to make NYC a transit hub for the entire Northeast. NYC needs to do a fundamental 360 on transportation.

I remember the time at LGA, our flight got delayed because the pilot and airline staff were on the m60 bus which arrived late. A breakdown of mass transit, on the streets of NYC, can ripple through the nations sky with air delays. Who knew such domino effect was possible.
This will get worse with all the new residential building developments. More people in this city with this old infrastructure is not a good idea.
