On the units that I have seen, the fans are usually not necessary to get more than enough heat. But if you feel you want it toasty warm, don't worry about the cost of turning the fans on.
The price KILLERS are the units that generate the heat from electricity...then you must be very careful lest you need sell your soul to Con-Ed in Winter.

Very true! I have known people (with large apartments) who have gotten $1,000 a month electric bills during the winter.
Via BdeB and his administration the city is actively pushing natural gas over electricity and certainly oil for heating. All over Manhattan Con Edison is ripping up streets and avenues to install larger/high capacity natural gas mains so buildings can switch and or be developed with that fuel in mind.
As it relates to a matter near and dear to so many here; tenants paying for electric heat (PTAC or whatever) hardly will make these so called affordable units cheap. However plenty of NYC apartment buildings, including new construction (which by extension means 80/20 buildings) have electric PTAC heating and cooling.
Good point, and this is a key thing to ask the marketing agent or the developer before moving in, not after. What kind of heat? Gas? Electric? If it's electric and you're paying for it, you might want to think twice about the move. Your affordable lottery gem might not be so affordable. This is an important thread, and people should keep updating it with their experiences.
At my building The electric is paid automatically to the utility company on the rent bill. So I just pay the $895 per month + whatever the electric is.

Well that's one way to ensure there aren't any cutoffs for non-payment of electricity bills!
Con Ed or whoever gets their money every month via one large check from the LL.
No wonder some of these buildings make people go through so many financial hoops to get in; they want to make darn sure all bills are paid *ON TIME*, rent, utilities and so forth.
Deslove, Don't panic. Just do a simple test. Turn your unit OFF and feel the convector an hour later. If it is HOT to the touch, you are getting free heat.
(Actually, the unit should get hotter without the fan than with it.)
