I am stuck at 7.2million applications for 10k affordable apartments. Do you still have to pay the application fee if you are not selected? Thats a nice way to collect revenue!

So is the civil servant exam list, but people keep playing that "lottery" as well.
City and state make bank from people taking those exams. If they're lucky and end up on a list, that is far as things can (and usually go). By time whatever agency begins hiring lo and behold previous lists are "stale", so another round of testing begins. Hahaha!

Federal tests are free.
But at least you get paid and a good pension if selected for these jobs. You are rewarded with coming out of pcoket for expensive rents when you win the lotto.
When u die/move you will have nothing to show for renting all these years and spending money on applications.
So does Section 8 and all the various welfare programs including NYCHA. I thought this was common knowledge.
NYC actually has participated in segregation before right in my neighborhood. My NYCHA used to be majority white due to the natural makeup of the neighborhood being mostly Jewish and Italian. Then there was a lawsuit and now--get this--per law, it can't be more than 30% white. A court ruling actually established that any development which is more than 30% white cannot receive working families and must receive people from shelters, prisons, etc. So you have a policy which basically said "White neighborhood? **** you." Institutional racism under the guise of diversity.
The city actually meddled and changed the ethnic makeup of an entire NYCHA and now screens applicants to steer white people away, so you now have a segregated NYCHA that is no longer part of the greater community at large, and then you have my Mitchell Lama literally right across the street that is still majority white.

Let me guess, I assume the city did nothing to help the people from shelters or prisons to find work, etc. Obviously they have to live somewhere and do need to be reintegrated into the society.
But the city’s welfare policies discourage work. Make a dollar or two over the limit and they cut you off. So some people deliberately make under the limit to keep Medicaid or whatever benefit.
The war on drugs locked up large numbers of people in prison and then of course set them free, dumping them into housing projects where they have become much worse from what they learned in conditions in prison, and obviously jeopardizing the safety of those around the .
To undo disasters like the NYCHA in your neighborhood, you’d need to end discrimination in the job and housing markets, and you’d need to end mass incarceration and the war on drugs. The school to prison pipeline has to be dealt too. The US by far has more people locked up in prison in any nation, and once released these people are out somewhere.
I want to say it’s also not okay to out a lot of former inmates or shelters in Black or other non white neighborhoods either.

I doubt 7.2 million people are looking for affordable NYC apartments. In fact, dollars to donuts I bet every person has dozens upon dozens of applications attached to their name.
