Lots of landlords still do in parts of the Bronx, Eastern Brooklyn, Jamaica, and certain parts of Rockaway. And of course you've poor suburbs like Mt. Vernon, Yonkers, parts of Jersey, etc. I'm sure there are low income parts of LI.

Most landlords even in Eastern Brooklyn, Bronx, Jamaica etc aren't that desperate. Mind you all these places are still affordable and attracts lower middle class working people who dont have section 8. A rental in canarsie was listed for a week before it was rented out. Anything affordable is in huge demand, even if its far.
Trust me as a landlord, there is a common perception about Section 8 that will make it the last option for landlords. Its not even the people, its the way the program is run itself, nobody wants to deal with the incompetence of city workers.
In that same article they state the city is looking for interested landlords. Good luck with that.
